The main objective of the Cultural Week “International Day of the White Cane” is aimed at blind and visually impaired people in the Department of Huila, which aims to promote cultural inclusion and visibility of this community in the artistic, educational, sporting and social spheres, through activities that combine art, awareness and active participation.
Municipalities: Neiva, La Plata, Garzón, Pitalito and San Agustín.

Duration: 4 to 5 days
Population size: participation of a maximum of 20 visually impaired persons per municipality, for a total of 100 persons.
Main objectives
- Encourage cultural participation: Articulate artistic activities (theater, music, sculpture, painting, jewelry) that allow blind and visually impaired people to show their creativity and manual skills.
- Inclusion and visibility: Integrate the productions and activities of these groups in plans, programs and campaigns of public, private and social institutions, so that their cultural presence is recognized and valued.
- Sensitization and inclusive education: To offer sensitization experiences for people without visual impairment, inviting them to tour places through touch, fostering empathy and understanding of the artistic experience for people with visual impairment.
- Training and development: Organize workshops, courses and rehearsals that enable blind and visually impaired people to develop artistic and social skills and participate in community cultural life.
- Respect and rights: To recognize and respect the abilities and rights of blind and visually impaired people, promoting an accessible and barrier-free cultural environment.
Approach
The Cultural Week for the Blind seeks to transform the cultural perception of this community, moving from exclusion to inclusion, and strengthening the cultural identity of those who participate. This is achieved through the articulation of art, education and awareness, in order to make culture a space of belonging and expression for all.
